Techniques:
Kamehameha Wave- The Kamehameha in the manga is blue in color, and is formed when cupped hands are drawn to the user's side, and the ki is concentrated into a single point between the cupped hands. The hands are then thrusted forward, to expel streaming mass of ki energy.

Genki Dama (Spirit Bomb): Cell never uses this technique, though he states that he can use it if he wished. This is likely a bluff, as one must be pure of heart to perform the attack

Kiezen Disk-Kienzan (Destructo Disk): A razor sharp disk of energy that can slice through nearly any opponent. Taken from Frieza ( Kuririn thought it was taken from himself, but Kuririn cannot remote control his own version.)

Sai Sei: The Namekian ability to regenerate damage to the body. Taken from Piccolo.

Freeza Beam (Death Beam): A laser-like projectile which travels very quickly. Also known as Death Beam/Finger Beam. Taken from Freeza.

Energy Field: Energy is thrust out from the body in the form of a barrier with great force. A toned-down version is introduced as the Android Barrier in the Budokai Tenkaichi series.

Cell's demeanor changes substantially throughout his appearances in the
series; he initially is single-minded in achieving his perfect form,
even going as far to travel back in time.Cell's personality remains
mostly the same save for the presence of a slightly more arrogant
behavior.

Background:
Cell is the ultimate creation of a fictional scientist named Dr. Gero, cloned from the cells of several characters from the series.[1] As a result of the cloning, he is labeled the "perfect warrior", possessing genetic traits from Dragon Ball characters such as Piccolo and Freeza.[1] Cell's existence is first hinted at when Future Trunks, Son Gohan and Bulma discover Cell's shed skin. He is first seen when confronted by Piccolo, who learns of the creature's history, as well his goal of absorbing #17 and #18.[1]
